New APEL Accreditation Scheme
Approval of the NHER Accreditation Scheme for new build housing EPCs
The NHER are pleased to inform you that the application to run an Accreditation Scheme for the issuing of Energy Performance Certificates (EPCs) in new build housing has now been fully approved by the Department of Communities and Local Government (CLG).
In order to issue EPCs, which will be required on all newly constructed dwellings in England and Wales from 6th April 2008, assessors must be accredited via the APEL scheme.
Background
In order to issue an EPC an individual must be a member of an Accreditation Scheme for On Construction Domestic Energy Assessors (OCDEAs), approved by CLG. Individuals can join an Accreditation Scheme, either by holding a valid national qualification or by entering a scheme under an Accreditation of Prior Experiential Learning (APEL) route. At present, no national qualification exists and it is therefore the NHER's intention that applicants will enter the scheme under the APEL route.
In summary, the requirements of the APEL route are:
- That candidates have demonstrated that they meet the National Occupational Standards (NOS) for an OCDEA
- They have had 5 SAP2005 calculations assessed and signed off as meeting the required quality standard
- All exmas must be taken and completed to a satisfactory standard asap in order to meet the April deadline
